NERA Economic Consulting, as Auction Manager, has submitted to the Illinois Commerce Commission ("ICC") its public report on the 2006 Illinois Auction. In its order dated January 24, 2006, the ICC directed the Auction Manager and ICC Staff to submit a confidential report after the auction and a public report no earlier than 30 calendar days prior to the commencement of delivery under the Supplier Forward Contracts signed as a result of the auction. Both the final public report by the Auction Manager and the final public report by ICC Staff are available from the Regulatory Information page and from the ICC Web site.
In its public report the Auction Manager provides information on the Illinois Auction background and a comprehensive description of the auction design and its implementation. The Auction Manager’s public report contains an overview of the regulatory process and purpose of the auction, a description of the products for auction and the auction format, an overview of the promotion and information dissemination activities along with a description of the stakeholder comment processes. It also provides an overview of the handling of the auction starting with the application review process, the conduct of the auction and the auction results. Finally, it provides recommendations for future auctions. |
