
A bidder becomes an "Illinois Supplier" by winning at the Illinois Auction and serving customers of the Commonwealth Edison Company ("ComEd"), and/or the three Ameren Utilities, namely Central Illinois Light Company d/b/a AmerenCILCO, Central Illinois Public Service Company d/b/a AmerenCIPS, and Illinois Power Company d/b/a AmerenIP (collectively "Ameren") under the applicable Supplier Forward Contract(s) ("SFC(s)").
An Illinois Supplier serving ComEd load must:
- show that it is a member of PJM in good standing by the start of the supply period;
- execute and become a party under the PJM Operating Agreement ("PJM OA"), the PJM West Reliability Assurance Agreement ("PJM West RAA"), a service agreement for Network Integration Transmission Services ("NITS") pursuant to the PJM Open Access Transmission Tariff ("PJM OATT"), the Declaration of Authority and all other PJM Agreements required to perform its obligations under the Supplier Forward Contract; and
- be qualified as a Market Buyer and Market Seller.

An Illinois Supplier serving Ameren load must:
- be a Market Participant by December 1, 2006; and
- claim, at an appropriate time, through the Midwest ISO ("MISO") registration process, the Delivery Points.
